To start the DHCP server you can click on the connectivity tab of the network and then start it, it will be succesful.
In order to get through the connect to internet wizard you will have to temporarily disable your current dhcp server. Afterwards you can disable the dhcp server in services.

To work around this you need to disconnect the network cable from the SBS 2008 server before running the "Connect to the Internet" wizard.
 
The wizard will fail when it can't access the Internet.
You will then be able to enter your router information manually in the wizard.
